Expatriate workers make up about two-thirds of Kuwait's population, and they have no chance of becoming citizens. However, the court reinstated Abdullah al-Barghash's citizenship in May 2017 and al-Shemmari's citizenship in October 2016.

Kuwait's most recent strategy for education development (2005-2025) was a step toward modernization and development that emphasized the significance of addressing the challenges posed by the nature of the age, including globalization, the information revolution, technological revolution, and global openness. Abdullah al-Barghash, the owner of the pro-opposition television station Al-Youm, Ahmad Jaber alShemmari, opposition activist Saad al-Ajmi, and a number of Islamist activists lost their citizenship rights in 2014.
